The United States Government Accountability Office is getting serious about cyber security from several fronts. The Office believes there are crucial areas in the United States infrastructure in need of stronger, more intensive security measures. “The increasing connectivity of data systems, the Internet, and other environments develops opportunities for cybercriminals to interrupt telecommunications, the electrical power grid, and other necessary services. With the movement of government, private sector, and personal activities connecting to networked services, with more digital and wireless systems abilities, the threat will always remain and increase.”
The Government Accountability Office categorized the areas of concern, regions where cyber threats and criminals could gain an foothold. Various foreign nations are one location of risk. Many intelligence agencies utilize cyber instruments to collect information and conduct activities of spying. Antagonists are employing the Internet, networks, telecommunications, computer work stations, and other related means to exploit, destruct, or disrupt operations as much as possible.
Groups of conspirators and criminals are using cyber means to gain finances through hacking practices. Where hacking used to be performed by individuals seeking thrills or recognition, and required extraordinary capabilities, there are many scripts and pieces of code available for download that allow anyone with a system to attack another entity. The quality and simplicity of the scripts have become a favorite attack tool.
Different from hackers, hacktivists are driven by political means and motives. Their motivation is to hack into a Web page, clog email servers, and deliver a political statement furthering their cause.
The dissatisfied personnel or employee has insider knowledge, and inside access to an organization’s system. These types of intrusion are harder to detect until weeks or months after the fact. Anyone with an ax to grind can either steal information, divert finances or pocket hard currency, or create a large amount to damage to an infrastructure.
A strong threat, terrorists, endeavor one main quest. Incapacitation, destruction, or exploitation that will jeopardize the nation’s security, dilute the economic structure, create havoc and casualties, and undermine the overall confidence of the country. To date, terrorist computer abilities have been undeveloped compared to the United States, but could change as more technically adapt individuals come into play, thereby increasing cyber threats from that area.
Steven Chabinsky, the FBI Deputy Assistant Director within the Cyber Division noted they have insight of those who have sympathetic causes towards terrorist organizations, and they are following individuals who discuss how the United States infrastructure is open to attack from a cyber level. Also individuals who are seeking to improve their hacking intrusion abilities. The FBI has not noticed an improved level of cyber enlightenment in a terrorist group, but they know it is coming.
Steven Chabinsky stated, “Remember that terrorists do not need long term strategies or consistent network access to reach their goals. Terrorism in cyberspace could occur within a limited space of opportunity, destroying parts of our network infrastructure. This terrorist opportunity increases as our country continues to create and install new technologies without the necessary hardware or software assurance platforms, or sufficient security processes exist in our complete network lifecycle.”
